An internal error has occurred (SU 1000000700, no quants in storage unit)

Hi experts

I am doing transfer order  with reference to inbound delivery  & I packed the material with HU , my storage location  HU activated & my warehouse also be SU managed .

I set in storage type HU picking control - 2

2	Movement type controls proposal for destination HU

Control for Automatic Creation of Pick HUs  properly maintained

Assigned Storage Unit Type to Packaging Material Type maintained

I checked also quant number range its also be correct 

but when I am doing transfer order system picking primary HU number but not proceeding ahead for creating the transfer order , system displaying  the  error "An internal error has occurred (SU 1000000700, no quants in storage unit)"

Please say me where I am missing the configuration .

the KBA 1635368 - Error L3224 in transaction LT09 (Report RLTREORG2)  says it is an inconsistency and SAP needs to correct it

Actually Same SU number already used before  when Same HU number was passing  as SU number system was displaying the error .

Changed the HU number range , and its working fine .
