Is it best to have one MPOS standard where in we can create 15 characteristic in that MPOS and
assign to 3 PA's which are of different as a gobal design.
One MPOS to one PA for each region.

Design Create one MPOS having all plannable levels in Prod-Brand-Loc-Customer hierarcy as Characterstics in CVC structure. Perform regional fit gap and include only relevant characterstics into CVC Structure while creating Regional MPOS

Hi,
One MPOS should be enough if you are going to use the same set of characteristics across all the regions or if you've min differences ( Considering your source <infocube> for creating CVCs should include all the Characteristics which is applicable for your global design-different regions).
With One MPOS you would save time/resources by avoiding unnecessary CVC Creation/updation/Realignment etc on multiple MPOS and in turn the performances of your system will not degrade.
You can Create multiple PA specific to regions which will gives
Most realistic solution would be achieved only after complete study on Business, in depth requirement gathering, cast studies and analysis.
