I have rase the OSS Message in sap
advise by sap i have change the paramter ume.login.guest_user.uniqueids
By default set user Guest . i have change the value instead Guest to J2ee_guest
Problem is resolved .

As per your std_server0 log error is:
CPIC (TCP/IP) on local host --> partner '127.0.0.1:3302' not reachedTIME
As per my understanding:
Please try to ping this IP 127.0.0.1 from your server. (May be this IP belongs to your domain or authentication ldap)
then try to do telnet , and check this port is open or not.
If not check with your network team. and make sure this connectivity
Then restart sap..

From the logs , it seems issue with the UME connection
om.sap.security.core.persistence [SAPEngine_System_Thread[impl:5]_72] Fatal: Initialization of ABAP data source (com.sap.security.core.persistence.datasource.imp.R3Persistence) failed: "Name or password is incorrect (repeat logon)". This message is critical if it appears during the startup of the AS Java.

Hi Sandeep ,
Check whether the UME is pointing to the correct client in the ABAP stack .
Enable the Emergency user as detailed in the link ( if everthing is fine ) suggested above .
There are lots of information in SCN refering to the same error ( the ERROR in your std_server0 ) , please help yourself by searching in this space for the same .
