Check your customer master sales area data. under shipping tab check partial delivery per item field. Hope this will help you.

In normal circumstances, system will allow you to change the delivery quantity field. In your case, if it is not allowing, then check any exit is triggering. You can also try with different delivery type / shipping point to see whether you face the same issue. On your second query of zero quantity coming in delivery, please search before posting. It has been discussed many times here.
