In order to connect solution manager to OSS means you need to configure the systems in solution manager using T-code SMSY.
After configuring you need to configure maintanace optimizer in solution manger.while configuring you need to specify the your S user id.
The above links will help you.

Hello Dimitry,
Do you have any other system already connected to the OSS, check in /nOSS1->Parameters->Technical settings
Check SAP note 35010 Service connections: Composite note (overview)

Hi Dimitry,
you have to configure Maintenance optimizer and from there when you click your system in your solution landscape, it will connect and open the SAP market place if your SAPOSS connection is working.
Do revert for more clarification.

Ps: award points for useful answer.
Hi Dimitry,
Can you specify your requirement more elaborate?
What do you mean by connection soltuion manager to OSS? Does that mean connecting Service Desk part of Solution Manager to SAP's OSS msg?
