SM-7.1, Solman_setup already passed - but DB-table AISAPCUSTNOS is empty

SolutionManager 7.1 SP12,

the solman_setup basic-configuration was passed already and status green

but BCH-Job REFRESH_ADMIN_DATA_FROM_SUPPORT shows error:

Job started

Step 001 started (program AI_SC_REFRESH_READ_ONLY_DATA, variant , user ID SOLMAN_BTC)

No customer numbers maintained in view V_AISAPCUSTNOS

The following error messages have been returned by SAP Support Portal:

Installation number ***0not0ye not found

License data collected (customer number: )

Job finished

How to maintain the customerNo (only one) in the DB-table AISAPCUSTNOS, or in View V_AISAPCUSTNOS

but i do not understand, why solman_setup did not support all basic-configuration settings ??
