Change request management for technical specs

I would like to use SM's Change Request Management System to manage the approval process for technical specs.

Has anyone done this and if so could they point me to any documentation that tells me how to do it?

Assuming that Change Request Management is already setup and you are using Solution Manager 4.0, I suggest to take a look at using Change Request w/ Subject "Administration". This concerns changes that do not require transporting. You can attach documents (technical specs) to the Change Request in Transaction Data - Documents.
