what is principle of TR convert to TO ?

I Met a issue about the TR convert to TO. In our system, i found there has three conditions.

1. TR quantity: 30.  Material Stock quantity: 30 + 25.

After scan the KANBAN, it will generate a 30 quantity TO.

2. TR quantity:30 .  Material Stock quantity: 25 + 20.

After scan the KANBAN, it will generate a 30 quantity TO.

3. TR quantity:30 .  Material Stock quantity: 20.

After scan the KANBA, it doesn’t generate TO. But through the program RLAUTA10 it will generate a 20 quantity TO.

But the customer doesn't want this 20 quantity TO. They want a 30 quantity TO.

So how to generate a TO with TR quantity??

I test find it couldn't generate the 30 quantity TO. Because of if the storage bin has not enough stock, so it couldn't create TO quantity larger than storage bin stock.
