Could you let us know your Solution Manager SP level.
Also re execute the jobs in SOLMAN_SETUP, Basic Configuration, Step 5 Configure Automatically, Create Alert Calculation, Basic DPC Configuration, Setup Extractor Framework.
Please also activate the monitoring for your systems again:
SOLMAN_SETUP>Technical Monitoring>Define Scope> Setup Monitoring>Edit>Apply and Activate
Please also review the steps in the attached KBA's
