GUI from an Internet browser.
If, for example, you have to use the SAProuter to pass a firewall, call the GUI by using the Java runtime
environment. In this case, you can specify the required routing string.

Enter the following Internet address:
http://<host name>:4239
Replace <host name> with the name of the host on which the Software Update Manager is running.
b. In the dialog box that appears, choose Run.

If the dialog box does not appear, choose GUI for the Software Update Manager on the update start
page.

Note
If you have not configured your system differently, you can confirm the default port number 4241 that is
displayed automatically in the dialog box Connection to Server. For more information about the
communication between the back-end processes and the Software Update Manager GUI, see
Communication Between Back-End Processes and GUI [page 41].
a. So that the GUI can also be executed on other hosts, you need an update directory on this host including
the following files:
○ <update directory>\sdt\lib
○ <update directory>\sdt\exe\DSUGui.bat
b. Start the GUI in a command prompt with the command DSUGui.bat.
Enter a user name and a password for the administrator role [page 110].
Note
The password must be at least 6 characters long. Remember this user name and password, as you have to
enter them each time you start the GUI

If still issue persists even after complete restart of system then suggest you to please share results for command
netstat -np TCP | find "4241"

Hi Ajay,
With addition to my previous replies i would suggest you to disable windows firewall & antivirus if any with a complete restart of system.
After that you could initiate startup.bat file & check again on browser for successful connection.

I can see you are starting SUM from DSUGui (Port 4241), have you tried to open the GUI using the HTTP port???...
Simply call http://<hostname.fqdn>:4239 from your browser and check if it open SUM.

To add to this, find a file called : sdtdsu.jnlp in your /SUM/sdt/htdoc directory, this file should contain the URL that you need to launch for starting SUM through a browser.
it should contain lines such as:
<?xml version="1.0" encoding="ISO-8859-1"?>
<jnlp spec="0.2 1.0" href="https://answers.sap.com/sdtdsu.jnlp" codebase="http://<hostname>:4239/">
I mention this, since looking at your thread history, you may have made loads of changes to your Windows hostfile, hence not sure what URL will work.

Additionally try to disable any firewall as well as any antivirus soft on the system before execution.

Have you maintained host file entries as similar under /etc/hosts file,if not please try to append with
127.0.0.1 localhost.localdomain localhost
<Server IP> <Host Name>
After that try to re-execute the process.
