I think is this folder permission issue, SIDADM has full access in \usr folder?  Could you refer the SAP link with "exit code 538."

The exit code 538 inidicates permissions issue while updating instance.properties file. Therefore please check the file system permissions.

Exit Code 538 means that bootstrap is unable to update instance.properties file. Refer below link for more info.

Bootstrap Stops Due to File System Problems - Configuration of SAP NetWeaver CE - SAP Library

Note: Make sure that you are starting the instance(HDP) with HPDadm user and it is having write access on /usr/sap/HPD/JC<XX> /j2ee/cluster/instance.properties file.
