Putaway to fixed bin & high rack decide

If there is sufficient space in the fixed bin then I want to have putaway in the fixed bin & if there is no sufficient space thne in high rack storage .

I have different storage type for fixed bin & high rack. fixed bin storage type have fixed bin storage putaway strategy & high rack is having P that is as per pallet.

At the time of TO creation for putaway how can system or I know that there is enough space in fixed bin & it should take directly fixed bin.

Currently if I select Genreate TO item then it is selecting fixed bin & if I click on palletization then system is taking high rack storage.

Fixed bin is not SU managed.

with clicking on palletization & saving TO . I see that material is now in fixed bin.

But issue is TO is updated in storage unit type field in the field as "EP" my fixed bin is not SU managed as per my understanding. I nlqua also I see for that bin stock storage unit type as "EP". How  can I avoid this...
