We can send the booking to a carrier using option 'Send to carrier'. This is more or less like subcontracting.
But it looks like there is no proper tendering functionality for ocean scenario.
Tendering a booking is not a standard business practice. Ocean booking may not have spot rates kind of concept. Agreements are negotiated in advance and we know in which carrier we need to book the space. So it's a matter of informing the carriers. However the other possibility is to connect to market places like GTNexus where all the carriers are logged in.
