How to set OvSts.ShCostCal 'B' to "C" (Overall status shipment cost calculation)

Hi SD experts,

I have created shipment document and settled the shipment cost calculation as fully transferred.

I am facing problem in billing creation  (VF01)  system giving  below error

When i check the shipment document the overall status of shipment cost calculation showing partially completed (B).How to complete this 'Completely processed'(C)

There would be "Transfer" check box under "Settlement tab".  Ensure this is checked.
