Did you try running any other heuristic like the SAP_PP_002 – planing standard lots or SAP_MRP_001 in background or interactively in product view /sapapo/rrp3)?
If these other runs work, then you have issue with the quotas you created. Check the validaity dates and all other settings in quotas.
If these other runs too do not work, then you have issue with your PDSs or the resources itself. Run the master data consistency checks and see if the location-products, quotas are all assigned to active model or not.
