Could you share dev_rfc0 log file for analysis ?
Addition to it kindly follow solution from SAP Note 726148 - SAPLARFC occupies all work processes, RFC cascade & check again.

Check SMQR and SMQS and defne the number of maximum connections to ur solution manager

You need to reduce both ( ie 562 and DEfault ) . If you double click You can reduce the "Max Number of Logons" , "Max Number of work process used " and inerease minmum number of free wp
In txn SMQS you can define a seperate queue to Solution mansger or other and restrict the amount of maximum connections
In managed system configuration if you would have used load balancing you could have restricted to any one server ( if you have multiple application server )

the reason is the WPs are waiting for RFC Work process is waiting for the response from an RFC call. Check or attach for dev_rfc<x> (example dev_rfc0) in the work directory (usr\sap\<SID>\instance\work).
