Mitigated User List is Deleted for Locked User(128) After User Sync in GRC 10.1

Hi All,

We have updated Mitigated users list using Mass Upload program :  GRAC_UPLOAD_MIT_ASSIGNMENTS.

Now, After background User Sync Job, For all the users who are locked in backend (even if it is 128 - Locked due to incorrect logon's) , the mitigation control is deleted automatically from the GRC . Checked Table : GRACMITUSER.

Is it a normal functionality. ??

If the password is reset for the user in backend, the user becomes active but the mitigation control assigned is already deleted.

Please let me know if any one came across such issue.
