As the title says, is there a place to find a list of current outstanding PowerBuilder 12.6 issues?

Unfortunately there is not currently an external link for all known outstanding PowerBuilder 12.6 issues.   

You can however search on support.sap.com for specific issues you are running here Knowledge Base & Incidents | SAP Support Portal

Also be sure to take a look at this blog entry on how to search for a solution when opening an incident 

If the issue has been reported to us and there is an existing CR, we are working at getting KBAs open for open CRs and then updated when the fix is included in an EBF.

  Just to add to Patricia's note ... you will need an SAP Support Account in order to use the Knowledge Base.
