Can you check the variant scheduled for this job . Believe you might be running against a wrong SID / client .
If possible can you run the report directly choosing the variant and check how it runs

Could you check with SAP Notes 124913 - Changing/saving/starting jobs is not possible
& 1610282 - Problems when scheduling standard jobs
Also try to execute report RSBTCPRIDEL from SE38 to delete print parameters from background jobs & follow suggested SAP Notes to reschedule the desired standard job.

Could you share complete log message with system logs from SM21.
Also confirm are you able to add any other job to system with SM36 without any issues apart from the standard job?
