I expect, that there is a java stack started too.
therefore this make take a while until the stack is fully started.
open SAP MMC and browse the SAP Instances for there status.
PS: I hope you have provided the necessary resources and the Installation Prerequisit Checker did have not issues you ignored?

As already mentioned in the SWPM Dialog - have a look into the sapinst_dev.log AND sapstartsrv.log - location see your screen shot!
If the service is not starting you should first have a look into the error log files and after that into Windows Eventlog - first System then Application for further information.
Most other suggestions made before will not help if the service is not starting.
Please DO NEVER run any action BEFORE you have a glue what is happening in detail.

1. Stop the Windows Service SAPSOL_00
2. Start the Windows Service SAPSOL_00
3. Invoke SAPMMC (should be a desktop link)
4. Try to start the system using MMC.
If some of above steps will show errors, please share with us:
a. Windows Eventlog System messages
b. Windows Eventlog Application messages both around the starttime of the service
c. following files in h:\usr\sap\sol\DVEBMGS00\work
- sapstart.log
- sapstartsrv.log
- stderr*
all other files, if there are...

Thanks for the replies, But the issue was solved by replacing the Kernal ..And now installaion throws another one as shown in below figure,
The error log says :
ERROR 2015-02-23 10:44:41.963
CJS-30149 ABAP processes of instance SOL/DVEBMGS00 [ABAP: MSNOTRUNNING] did not start after 10:00 minutes. Giving up.

Are you using a user with the admin right to perform the installation? Is soladm a user with the admin rights? Have you checked the sapstartsrv.log file?
You must hitting some "Access" related issues. Check if there is service called SAP<SID><NN> under services.msc and if yes try to restart the service. If the service is running fine then go back to the installer and click the "Retry" option. If the service fails to start due to an "Access" issue then add the user to the Administrator group and restart.

Goto the below directory and if you find the directory empty then run the sapcpe command.
H:\usr\sap\SOL\DVEBMGS00\exe
H:\usr\SAP\SOL\SCS03\exe
If empty then
run the command
sapcpe pf=<instance profile of DVEBMGS00>
sapcpe pf=<instance profile of SCS03>
