SAML SSO with Enterprise portal

Hello people

We are looking to enable SAML based SSO with cloud applications from EP . I gather that we need an identity provider for this . It is not very clear if SAP EP 7.3 can serve as identity provider . I have seen blogs where it is used as a service provider. Also there seems to be another product called SAP Netweaver Identity management. Is this product necessary to to use it as identity provider ? or there is some kind of config /addon for EP to enable it function as identity provider.
