Webi: Chart: Labels of Category Axis showing low in the chart and not next to the axis

hi,

Tool being used: BI launchpad (Webi), Business Objects 4.1 SP4

Topic : Column Charts

Issue: Labels on category axis is showing low in the chart rather than next to axis if the chart has data values both in positive and negative

Research: I have tried to set the minimum value of Values Axis to 0 by clicking on Format Chart->Values Axis->Design->Scaling. it does show the Labels next to category axis but doesn't show the negative values on values axis

Expected: The labels of category axis should show next to category axis if the chart has data values both in positive and negative
