Planning without final assembly only works for an in-house production. Planning without final assembly is not possible for stock transfers. However, planning without final assembly is possible in R/3, even with stock transfers.

I think Rupesh already explained but will try to elaborate.
Every order generated by APO has a temporary number assigned until the order makes it to ECC and ECC assigns a new number per the number range assignment for that order type in ECC.
In the same lines, APO needs to have a temporary number range assignment in SPRO ( link showed by Rupesh). If this is not maintained, you may have a blank order number. When it is CIFed to ECC then you can see the number in MD04.
