AUTO TO for PCN failing when part Qty is scrapped

Hi,

We have AUTO TO set up for Mvt type 321. And as long as Quality clears full lot, the AUTO TO gets triggered,

However when Quality person in usage decision put some Qty in scrap then AUTO TO failed ,

We can see the stock in 922 and difference in 999, Is there any way that despite part Qty is scrapped AUTO TO program will create TO for the balance Qty.

It explains the background when a TO can be created by the system and in which case this is not possible.
