I'm a Powerbuilder 12.5 Classic programmer and want to display the data value on the graph above the column bar. Is there a way / work around to do this?

I don't know of a way. There may be some third party tools that would allow you to do this.
You might want to post your question on the PowerBuilder Developer Center site where there is a lot more activity.
Go to http://scn.sap.com/community/developer-center/powerbuilder and click on the Content tab.
