Unable to confirm Transfer order in WM

Hi,

I am trying to to confirm the TO which has HU assigned to it. But I am getting this error "Handling unit / item has the status "cannot changed". Can anyone tell me how to change the HU user status? I checked FM STATUS_CHANGE_EXTERN but not sure what values I need to select while executing FM.
