Create a Gateway Service without using SAO Manager

I am running SAP 7.0 without the add in for SAO Manager and I need to create something that allows another user on another sap machine to access data on the host server.

Can anyone provide the steps to get this done?

I think you meant SOA Manager. SOA manager is not required for SAP Gateway.

If both are ABAP/SAP servers, I would suggest to use RFCs to communicate. If not then you can definitely explore OData services. You may check this forum for blogs explaining how to create Gateway services.
