partner fuctions SC and VE are not getting determined for sales ordre header and line item

Since last transport import partner fuctions SC and VE are not getting determined for sales ordre header and line item,

Basically, as per below settings both partner function SC and VE should determine from source WE, but earlier SC and VE used to taken from Sold to party mastre data. which was fine for client.

But now same is not getting determined at header and item level.

I just want to understand the reason of this, as on Qiuality system same is working fine with same settings.

NOTE: Master data is not changed and issue is appearing for old and new customer as well.
