Hi Shyam,
The level type actually controls if the SC can be edited in that step. for your process level 100, you have chosen it correctly. Also, based on the level type the workflow template is automatically chosen and therefore in your case for level 100, the standard workflow will be of completion workflow which actually sends the workitem to the requester if it has been changed by the agent.

Thanks for your response. How do I check responsibility resolver is not placing SC requester in excluded agent list ?
Yes it is proceeding to next level 200 ! We are in SRM 7.02 #SRMONECLINET
From the below thread I understand only 'Inquire' and 'Reject' will send back the SC item to requester/Creator and SC change will send the item to requester/Creator.

Hi Shyam,
Approving the SC (even in the case of 'Completion Approval) will only send the SC to the next level. If you want to send it back to the requester, then the 'Inquire' button has to be used with the clarification written in the 'Comments' box in the SC header.
