Like TOP on Linux-Side.

Not in with the SAP system. You can use availability monitor in Solman though.

Are you referring to /nSM51 or /nSM50 (or SM66 sort of)?
At the kernel level, DPMON is a good tool with refresh options.

I believe it is possible to view the systems and the WP's utilization as well.

You can do it from OS level.
You can write a script in perl that refreshes the output in few seconds.
Or use CCMS monitors for the same.
Infact, take the SM51 program and put it in a look which call it again and again after every 5 seconds, all that in a report which is assigned to a Z-tcode.
