Crystal Runtime engine Java - free to Use?

Hello,

Is crystal runtime engine that is shipped with eclipse free to use?

Note from SAP crystal licensing document:

"SAP Crystal Reports 2013 and SAP Crystal Reports 2011 do not include a runtime engine. Customers are directed to use the free SAP Crystal Reports for Visual Studio, or SAP Crystal Reports for Eclipse products for embedding reports into applications."

My understanding is that it is free to use within the organisation or intranet. Can you please confirm.

If I create a war application with crystal runtime jars and deploy it at customer location who would be using it within the intranet, are the licensing terms still the same? Is it still free. I have gone through the license document and found it somewhat difficult to understand specially around crystal runtime engine for java.
