Hi Alaa,
It is necessary to create Payroll Area and assign it "Check Default Payroll Area" (PE03 Transaction - ABRKS is the feature name). This feature is used to default Payroll area in IT0001 Organizational Assignment of an employee based on given criteria.

it is not mandatory that we have to default payroll area it varies with client requirement since assume that let business owner says for all regular employees payroll area XX should be defaulted then we have to configure ABKRS feature to default payroll area if they says that payroll area will be decided by admin when creating master data then no point in configuring ABKRS.
Features are used to default values in respective field either use it or not is depends on the requirement.
Payroll area in 0001 is mandatory in IT0001 to run payroll but it is not mandatory that default payroll area we can enter it manually as well.
