Unable to create a Relational Connection

Dear Experts,

We are using BI 4.1 SP4.While creating a Relational Connection on top BW InfoProvider (As per Note 1656905) using SAP JCo driver,,after giving the BI System details we are getting an error popup like com.sap.connectivity.cs.java.drivers.DBDError: [Data Federator Driver] [Server] [Connector 'testSourceConnection1419401023987'] An error occurred while trying to ping the server: Could not start JCo Server. See the trace log file 'dev_jco_rfc.trc' for more details. But i have checked APS server availability under  Data Federator server which working and available.Can i need to check the settings in BI side or BO side. What are the settings i need to chnage in BW side.

Please suggest?Suggestions will be really appreciated.

I think the issue is related to User access an roles in BW. provide BW_ALL to the connection user and try it.
