Error Configuring CMS

We have a Central SLD and we are installing a new NWDI instance and added it to the central SLD. When we try to go and create a new TRACK we are getting the following error

Unexpected error; inform your system administrator: com.sap.cms.util.exception.CMSUnexpectedException: <Localization failed: ResourceBundle='com.sap.cms.util.exception.CMSExceptionMessages', ID='SLD name-server configuration error', Arguments: []> : Can't find resource for bundle java.util.PropertyResourceBundle, key SLD name-server configuration error

I checked the Name Reservation and that is saved. SLD works great and i checked if we had another name server running but there is only one name server for the Central SLD.

Any idea what the problem could be?? Please Help.
