We had a situation where our ftp server went down. The ftp server recieves outbound files from ERP and sends inbound files to ERP. In our case many files were in a "waiting" or "system error" status when the ftp server went down.
We did have all checkered flags in SXMB_MONI.
When the ftp server came back up all the files processed except for some files outbound ERP to ftp. They sat in "System Error" status in the message monitoring for the Integration Engine, via the Runtime workbench. When we tried to select the radio button for the file and say "Resend", it asked us for a User name and Password, then did nothing. We eventually had to run the process from the start again to execute outbound processing and all was well.
Did it not allow us to resend because the files were already checkered flagged in SXMB_MONI?

As the FTP server is down, The file adapter might have failed in sending the message.i.e the reason why the message status is made as "system error".A message cannot be resent , if the message status is "system error".
Copy the xml form the IR and and try to send it again through RWB>Component monitoring>Integration engine-->Testing tool.

there is one more option but indeed not the wse one. in RWB (not much sure on the SP) we can test the interface by taking the payload and executing it. thru this way also we can post the error messages but indeed a mannual workaround
