a really good IDE for developing HTML5 and SAPUI5 applications is WebStorm :: The smartest JavaScript IDE.It provides awesome refactoring capabilities, a direct JSLINT and JSHINT integration for code analysis and a lot more useful features.
You can also use eclipse Luna. There are some plugins (SAPUI5 tools) which provide features like creating a SAPUI5 application skeleton. controllers, views and so on. You can find the update site for installing the tools here: SAP Development Tools for Eclipse. Maybe it is easier for you to start with eclipse and the SAPUI5 tools if you have no experience in developing such applications.
