Licence data block release

Dear sd experts

One sales document is blocked due to legal issue automaticelly in va01 level

now i want to release the blocks in VX22N T.code level

i have my sales document no and licence no as well but system throwing the the error below given

Licence xxx is based on legal regulation RX

check your settings under foreign trade--->Legal control

Define Legal Regulations and Assign by Country

Define Types of License Masters

in my project there is no GTS , They have created one Z T.code here i am able to extend the licence validity , and again in sales order ( VA02) > Extras-- Export licence---redetermin

then my issue is sloved

Is GTS activated in your system ?   What is the error message number ?

and i have checked in this t.code sapsll/ds_d_sd_r3 here system si showing released only but in sales order level still blocked
