Is there any object to restrict transaction CK11N- Create Material Cost Estimate by material type field- MARA-MTART? Users need access to this transaction only for specific material types.

You can try with:

545380 - FAQ: Authorizations material master

SU24 for CK11N shows that the authorization objects M_MATE_* can be activated for check
