Hi,
I have user groups for every country in CMC and Universe security.
Like
For India - India-Group-Rows
For Australia - Australia-Group-Rows
User requirement is - he want access for both countries.
if i grant access to both Groups to get access, it's not working.
Reason: WHere clause
Country='India'
and
Country='Australia'
If you are using IDT with Data Security Profiles, set the "Row Restriction Aggregation" level to "Less restrictive (OR)' in the Data Security Profile Options.
This will combine the DSPs with an OR between them instead of an AND (most restrictive, and the default, but not what you want in your particular case).

I have not really done much with universe security, but seems to me that you should be using OR rather than AND since it is not logically possible for the country to be both 'India' and 'Australia'. Try making your where clause this...
Country='India'
and
Country='Australia'
