Can you please elaborate what is your requirement?
If I literally go by your statement.... I am sure you are very very very new to workflow. Asking equivalent question in ABAP would be "Hoe to declare a variable of type C"

OR the simplest answer to you query is
PFTC-> Open Workflow Template in Change Mode -> Tab Container -> Click on New Button and create new elements in container (you cannot create a container - you just create container elements)
PS: your attached zip file contains a .TXT file with some junk values.... what is the content of that?
