It's the name of the directory/folder wherever you placed the clientaccesspolicy.xml and crossdomain.xml files.
So for instance, if you have those files in the ICMAN directory, on a Linux system this would be something like
DOCROOT=/usr/sap/ZZ1/DVEBMGS01/data/icmandir/clientaccesspolicy.xml
where ZZ1 is the systemID.
Just a heads-up, you probably noticed it, but a carriage return is missing in the documentation between the two icm/HTTP/file_access parameters
