though this is an old post, let me share the solution so that it might be helpful for someone.
The Sync Request URL set in Inspire configuration should be the same as the URL set in WSDL Location tag in Sender agreement.

I don't have knowledge about the Primavera adapter but I think what Alka meant was clicking on the "Details" button that is visible in your first screenshot of this thread.
By any means anybody willing to help would need more information about the error. Try get that information by using the mentioned details button, searching troubleshooting documentation for Primavera and skim logging / tracing on PI side for errors. You could also try already mentioned XPI Inspector.

Dear Jens,
Thank you for your response.
When I check Sender SOAP CC in SAP PI in RWB , I get no information. It's status is green and no logs. Also SXMB_moni has no logs.
About "Details" button that you say, I checked it, but it doesn't have any information.
I have same problem that it shown on this link:
http://scn.sap.com/thread/2104599
I published Sender Agreement in Service Registry but it unresolved.
Do you have any suggestion? please help me to solve it.
best regards,
Which protocoll does Primavera use? SOAP?
Message arrives at J2EE for SOAP Adapter. If it fails there, you will not see it in SXMB_MONI. Try RWB Message Monitoring and Communication Channel Monitoring for starters. If that doesn't give you a hint, try XPI Inspector using template 50 specifying the channel where things go wrong.
Cheers
Jens

Hi Sadat,
You can go to the
details button and check out the Log for the particular synchronization. It will have the detailed log.
For the Runtime workbench, you need to navigate to either
RWB -> Message Monitoring -> Adapter Engine
or RWB -> Component Monitoring -> Adapter engine -> communication channel monitoring.
Also, check if the Business system for the SAP PI is defined in the Inspire Application and if all the components are deployed properly. Please check for the authorization to Run Synchronizations.
Regards,
Alka.

Hi,
Please mention the Inspire version that you are using, along with the PI version.
In SXMB_MONI, you should be able to the check the status of the Web Service call made with the integration process of Inspire. Make sure that LOGGING_SYNC is set to 1 in the Integration Engine Configuration to enable synchronous message logging in SXMB_MONI.
Along with your business analyst, verify if the tool parameters, synchronization template are correctly selected for the test synchronization.
Regards,
Alka.
