CIF error “Material status does not allow a planned independent requirement"

Hi Experts,

We are getting CIF  queue blocked with status message  “Material status does not allow a planned independent requirement".

The material has MRP type 'ND'  and material status as '2' .   We suspect that  null (BLANK)  forecast is still being tried by system to transfer from APO to ECC  which might be causing the issue. The product is available in APO with no forecast but included in the selection id where forecast is transferred from APO to ECC through Job.

Can I be advised what can be  done to avoid this problem.
