RDS can be a good starting point, but it lacks some flexibility. Maybe if you give us a better idea of what you are trying to accomplish we could give you some reccomendations.
I would recommend using RDS in any case as it comes with a lot of predefined content. Nevertheless, in order to be able to use its rule engine you might need to enhance it (depending on your requirements). But you could also make use of dynamic groups though. In order to tell you what the best solution would be, one would need to know more details about the requirements.
