No, you need to contact the SAP Contracts team in your country.
However, if you have a SAP contract, then SAP BW is usually included. You can also use the SAP_BW component in your ERP system if you are not going to build large cubes.

in more details please .
Check if you can run transaction RSA1 in your system. If so, then you have SAP_BW installed and can use the BW functions.
