Esse flag é para determinar o SVC automático se eu não me engano.
Você suporte de algum ABAP, veja no include LJ_1B_NFEF71 (se38) FORM call_message_system_comm a chamada do GRC:
IF uv_xnfeactive IS NOT INITIAL.
* Call the RFC from GRC Message System
CALL FUNCTION '/XNFE/OUTNFE_CREATE'
DESTINATION uv_rfcdest
EXPORTING
....
EXCEPTIONS
communication_failure = 1
system_failure = 2.
IF NOT sy-subrc IS INITIAL.
uv_rfcerror = sy-subrc.
ENDIF.
Esse trecho acima é exclusivo da chamada para NFe 3.10
Outra ponto que pode ser avaliado... existe algum dump no GRC ?

obrigada por ajudar!!!! Identificamos que tinhamos um problema na função /XNFE/BATCH_REQUEST.
A função estava incompleta, pedimos a ajuda do abap para resolver a questão. Resolvemos o erro com relação a RFC, estamos tendo um outro mas caso seja necessário abro uma nova thread.
Agradeço a todos pela ajuda!

Poderia fazer um teste, vai em utilitarios - Teste de autenticação.
Apenas o teste de conexão garante que você está conectando porém o usuário pode estar com perfil diferente que não efetua logon remoto e não funciona adequadamente a conexão.

Alem da verificação do usuário e senha no GRC se nada está bloqueado se tudo confere para o nome de RFC configurado. Pode ocorrer em alguns casos odnde o caminho lógico do ERP não está configurado no GRC.Tecnicamente falando na BD97 não há uma configuração do caminho lógico x RFC para este ambiente que você está emitiindo.
