Hello Dhrish,
which basis release has the affected system? As of basis release 7.02 you do not need the syslog sender and collector anymore.
If you still need rslgsend, then please check stderr* files in the working directory of the instance, the syslog sender should write entries in one of these files.
Please check the settings for rslg/* parameters, if for the listen and talk port for the syslog sender free ports are used.

Please rename the file rslgsend in work directory and restart it. please also share the log of rslgsend .

When starting the send process, the system checks whether a process with an existing process number runs on the system. Depending on the return code, the newly started send process may have been stopped again.
