the "Roll/Page on Disk" is defined by:
Page on Disk = ( rdisp/PG_MAXFS * 8 ) - ( rdisp/PG_SHM * 8 )
ROLL on Disk = ( rdispROLL_MAXFS * 8 ) - ( rdisp/ROLL_SHM * 8 )
Your values for rdispROLL_MAXFS or rdisp/PG_MAXFS are to low
or
Your values for rdisp/ROLL_SHM or rdisp/PG_SHM are to high.

if it can help.
Which kernel release has the affected system and to which value the parameter rdisp/PG_MAXFS is set? If rdisp/PG_MAXFS is set to the same value like rdisp/PG_SHM, then the paging memory will be allocated only in the shared memory and not on the disk.
