Hi Gustavo,
If you are using Oracle as your database system, make sure to install the 32-bit version of the
Oracle client if you run a 32-bit Java Virtual Machine on Microsoft Windows.
If you run Oracle on a 64-bit platform, you can install either the 32-bit or the 64-bit version of the
Java Runtime Environment, but make sure that the version of the Java Runtime Environment
matches the version of the database client.
For further investigation, post the policy tab and which patch level of designtime are you using?

P.S: I personally would advise you to go to runtime SP9 patch 5 after correcting your JVM version. I had alot of issues with dispatcher in runtime patch 4.
