You should be able to replace the development.pbl file with the backup file. If not you can rename it and add that to your target and move the affected objects from one pbl to the other. You can also create a new workspace, attache the backup pbl to a target, export all the objects and import it in your other file. However if you lost objects from your pbl file there might be something wrong with the file itself so I would start with a fresh pbl.
Of course you should take a backup of the backup file and the corrupt one before attempting any repairs.
